The Netherlands offers a structured, highly specialized system for unaccompanied minors (AMVs). The Immigration and Naturalisation Service (IND) handles the asylum procedure, but immediate care and guardianship are managed independently. The Nidos Foundation is the independent guardianship organization legally appointed by the youth court to represent every unaccompanied minor. Simultaneously, the Central Agency for the Reception of Asylum Seekers (COA) is responsible for providing daily care and housing. The Dutch system is renowned for its specific care models based on the age of the child upon arrival, prioritizing family environments for younger children and autonomy for older teenagers.

The Asylum Process

Registration and Identification

1 to 3 days

Upon arrival at the Ter Apel application centre, the minor registers with the police and IND. A rapid age assessment is conducted if age is disputed.

Rest and Preparation Period

At least 3 weeks

Minors are given several weeks of rest before the formal asylum procedure begins. Nidos is appointed as the guardian, and the minor meets their lawyer.

Asylum Interviews

Varies (months)

The IND conducts a first interview (identifying information) and a second, detailed interview regarding the reasons for flight. The lawyer and Nidos guardian help prepare and attend the interviews.

Housing Options

Accommodation is age-stratified. Children under 15 are almost exclusively placed in culturally matched foster families via Nidos. Youth aged 15-17 live in small-scale reception units (KWVs) overseen by COA with 24-hour mentoring, or in independent living training facilities as they approach 18.

🏳️‍🌈 LGBTQ+ Youth

The Netherlands offers one of the strongest frameworks for LGBTQ+ asylum seekers. The IND specifically states they do not expect or require intrusive questioning about sexual practices, nor do they rely on stereotypical "coming out" narratives as heavily as other nations. This is a massive relief for youth. Specific safe housing arrangements can be made by COA if a youth faces bullying or violence in regular reception centers.

Transgender healthcare is fully covered but heavily centralized, leading to multi-year waiting lists that cause extreme distress for trans youth in the asylum system.

Turning 18 (Aging Out)

At 18, Nidos guardianship legally ends. The youth must move from COA minor housing to adult asylum centers or secure independent housing. The stress of this transition is immense if the asylum claim is unresolved.
